Report by the Surveyor General.
My report on this project was sent some days ago to The Honorable Colonial Secretary for transmission to His Excellency the Governor General, and it has caused these papers to be circulated without any communication with one another. The Commanding Royal Engineer Major Whitmore and myself appear to have arrived at the same opinion, i.e., that a rough stone breakwater is preferable to sunken janks or a line of piles.
Our Estimates differ somewhat, mine having been based on actual tenders received, but the relative cost of this work cannot be determined until the proposed length of the breakwater is first decided. I would be averse to prolonging the breakwater so far as to make it abut in Green...
